In their experiment, one reason they were still seeing bids might be because both #Google and #Facebook use a so-called "consent mode" which doesn't use any cookies and supposedly doesn't collect any #personaldata
On the brighter side, "However, they do note that some CMPS appear to convey consent more effectively – specifically Didomi."
