While working on the Digital Analytics Maturity Model I came to a similar conclusion: the main challenge isn't technology or resources, but change management and processes. McKinsey reinforces the point: "Which are the most significant challenges to meeting digital priorities?", 33% said "cultural and behavioral challenges". That's an odd answer... like asking "What was the color of Napoleon's white horse?"... Underneath, the negative factors are: 1) aversion to risk, 2) siloed mind-sets and behavior, and 3) nondigital culture overall.
